REA was hired to lead the planning process for a joint update to the City and County comprehensive plans. The plan was to be a long-range, 20-year community visioning document that outlined the desired land use, transportation, neighborhood, economic development, and community character strategies for growth, development, and redevelopment for the City of Greensburg and Decatur County. The city had received a Planning Grant from the Indiana Office of Community and Rural Affairs and kicked off their process first. When Decatur County was ready, two joint steering committee meetings were held to discuss the planning of areas adjacent to the City of Greensburg. Through these meetings, the city and county agreed upon future land uses, the review process for petitions in the extra-territorial jurisdiction, and future annexation.
After Greensburg’s plan was adopted in accordance with the grant schedule, we completed the update to the Decatur County comprehensive plan. The plan sought to protect the property rights in the county by balancing production agriculture viability with residential growth opportunities. The plan includes two primary components. One was a physical plan outlining desired future land uses and infrastructure improvements. The other was a set of policy recommendations regarding future development, agriculture, transportation, economic development, and community facilities and services.
